Commercial and Industrial Flat Roofing in Scarborough

Golden Mile and Tapscott employment lands are full of 1960s and 1970s built-up roofs that have reached the end of a long life.

NorthCan Roofing works across Scarborough's employment lands on flat and low-slope commercial and industrial roofs. Most of what we are asked to price here is a mid-century built-up tar-and-gravel roof at the end of its service life, on a steel or concrete deck, being replaced with SBS modified bitumen or a single-ply system.

Why do so many Scarborough industrial roofs need replacing at once?

Because they were built at the same time. The Golden Mile along Eglinton East was developed as a manufacturing corridor in the post-war decades, and the Tapscott and Milliken employment lands filled in through the 1960s and 1970s. That produced a very consistent stock: single-storey plants and warehouses, steel deck on open-web joists, and four-ply or five-ply built-up roofing with a gravel surfacing over organic or fibreglass felts.

A built-up roof of that generation can run a long time, but it fails in a recognisable order. The gravel migrates and exposes bitumen, the bitumen oxidises and alligators, the felts go brittle, and then the flashings at curbs and at the parapet let go. Many of these roofs have also had two or three overlays added over the decades, which means the assembly is heavy, wet in places, and no longer something you can simply add another layer to. On a large share of Scarborough buildings the honest answer is a full tear-off, not another overlay, and a moisture survey and inspection is what settles that argument with evidence rather than opinion.

What does Scarborough's setting do to a large industrial roof?

Scarborough sits east of the downtown core and closer to Lake Ontario along its southern edge, which softens the deepest cold but adds moisture and fog to the freeze-thaw cycle. The Ontario Building Code publishes climatic design data by municipality in Supplementary Standard SB-1, and because Scarborough is part of the City of Toronto it takes the Toronto values rather than anything separate.

The practical loading problem here is not extreme snow, it is water that cannot leave. Large flat warehouse roofs built in this era were laid dead flat with internal drains and minimal tapered insulation. Decades of deck deflection between joists creates shallow ponds, and on an aged built-up roof standing water accelerates blistering and finds every open lap. Drift also builds against the tall blank walls that separate attached industrial units, which loads a narrow strip of deck far more heavily than the field. Correcting drainage with tapered insulation and adding sumps at the drains is often the most valuable part of a Scarborough re-roof.

What we do on Golden Mile and Tapscott buildings

The typical scope is a phased tear-off across a large single roof area, new vapour retarder and insulation to current thickness, tapered build-up at the drains, new curbs under rooftop units that have been sitting on rotten wood since the 1970s, and either two-ply SBS or a mechanically attached single-ply membrane depending on the tenant, the deck and the exposure.

Where a tenant cannot lose production, we sequence the work bay by bay and keep every day's opening closed watertight overnight. The flat roof cost calculator is a reasonable starting point for a budget on a large rectangular roof, because area is the main driver here.

How far is Scarborough from your yard?

Crews and materials leave from 425 Alness Street in North York. There is no NorthCan office, yard or phone line in Scarborough, and we will not pretend otherwise. What we do have is a straight cross-town run on Highway 401 to both the Golden Mile and the Tapscott lands, which makes Scarborough one of the easier parts of the region for us to staff on consecutive days and to come back for punch-list items without a long run across the region.

For water coming in overnight, the 24/7 line is the direct route to a crew. See emergency roof repairs. Neighbouring coverage runs west into Toronto proper and north into Markham, and the whole map is on the service areas page.

Which permit office covers a Scarborough re-roof?

Toronto Building. Scarborough is part of the City of Toronto, so the permit path for a Scarborough industrial re-roof is exactly the same as it is downtown, handled through Toronto Building's Scarborough Civic Centre counter and the City's online services. There is no separate Scarborough building department.

The City states that replacing existing roofing material does not require a permit provided no structural work is required, and that structural or material alterations do. On mid-century industrial buildings, structural work is more common than owners expect: corroded deck sections, new or relocated rooftop unit curbs, and new roof openings all cross that line. Toronto's green roof requirement in Municipal Code Chapter 492 also applies to Scarborough addresses, with industrial buildings treated under their own provision. Check the City's permit requirement list and confirm your scope before you book a crew. Our overall approach is set out on the commercial roofing page.

Is an overlay ever the right call in Scarborough?

Sometimes, and it is worth being precise about when. An overlay makes sense where the existing assembly is dry, the deck is sound, the total number of existing layers still allows another, and the parapet and curb heights can accommodate the added thickness without compromising flashing height. On a 1970s Golden Mile roof that already carries two overlays and holds trapped moisture in the insulation, an overlay buys a few years and then you pay for the tear-off anyway, plus disposal of more material.

We take core cuts and, where the roof warrants it, an infrared or capacitance moisture scan, then show you the wet area mapped against the roof plan. If less than roughly a quarter of the insulation is wet, sectional replacement plus an overlay can be defensible. Above that, full replacement is usually the cheaper decision over the life of the building.

Roofing in Scarborough: questions we get asked

Do I apply to Scarborough or to Toronto for a roofing permit?

To the City of Toronto. Scarborough has been part of Toronto since amalgamation, so Toronto Building handles the application, with a service counter at the Scarborough Civic Centre. The same rules apply as anywhere in the city: like-for-like roofing replacement with no structural work is generally exempt, and structural alterations, new roof openings and green roof work are not.

My Golden Mile roof is gravel over tar. Can it be recovered rather than removed?

Only if it is dry and not already carrying multiple layers. We core the roof in several places, check for trapped moisture in the insulation, and confirm the deck. Many Golden Mile roofs from that era have had overlays added twice already, which rules out another one on both weight and flashing height. The core samples make that a factual decision rather than a guess.

Can you re-roof a Tapscott warehouse without stopping shipping?

Yes, by phasing. We work in bays away from active dock doors, stage material on the roof rather than in the yard where possible, and close each day's opening watertight before leaving. Interior protection under the work zone and a dust and odour plan matter as much as the sequence, particularly where the tenant stores packaged goods directly beneath the deck.

Why is drainage the first thing you look at on a Scarborough industrial roof?

Because these roofs were built nearly dead flat with internal drains, and fifty years of deck deflection between open-web joists has created shallow ponds that never dry. Standing water is what turns a repairable built-up roof into a replacement. Tapered insulation to the drains and proper sumps often does more for the next twenty years than the membrane choice does.
