Three distinct groups. Third, and unlike almost anywhere else we work, the older commercial buildings in and around downtown Oakville and Bronte, some of which sit within heritage conservation districts or are individually designated under the Ontario Heritage Act.
On the third group the roof is not a private technical matter. Coping profiles, parapet appearance, visible roof edges, chimneys and anything projecting above the roofline can all form part of what the heritage designation protects, and changing them may need approval before work begins.
Oakville sits on the Lake Ontario shore between Mississauga and Burlington, so it shares the moderated but heavily cycled winter of the whole western lakeshore: repeated crossings of the freezing point rather than a settled deep freeze, and consequently a great deal of expansion and contraction inside every joint, lap and masonry parapet on the roof. The Ontario Building Code sets out climatic design data for each municipality in Supplementary Standard SB-1, and Oakville's shoreline values are milder in snow terms than the areas north of the escarpment.
The practical consequence on the retail stock is ice at the street parapet, which is generally the coldest and tallest element on a plaza roof and the one most likely to dam meltwater. On the corporate campuses the more common issue is the mechanical zone: dense rooftop equipment, condensate discharge onto the membrane, and service traffic across the roof that abrades it. Neither is dramatic, and both are cheap to manage with a scheduled inspection and prompt attention to details.

Oakville has more than one such district, and the plans set out what the district is protecting and what alterations are acceptable within it.
For a commercial roof this can reach further than owners expect: a change of coping profile or colour, a new metal fascia, a visible parapet cap, or new rooftop equipment breaking the roofline can all be alterations to a designated property. In most cases yes, because what the designation usually protects is the visible character rather than the invisible waterproofing. A flat roof behind a designated street parapet is normally not visible from the public realm, so a modern two-ply SBS or single-ply system can go on without touching the protected appearance.
The negotiation is at the edges. Coping metal, fascia, the visible top of the parapet, gutters and downpipes, and anything that projects above the roofline are the elements a heritage plan is likely to address. The workable approach is to keep the visible profile and material as it is, or to match it closely in a new metal, and to make the performance improvements behind it. Because the street parapet and sign band form the tallest, coldest element on the roof, and the roof drains away from it. Meltwater running towards rear drains refreezes at that cold edge and dams, and the backed-up water gets under the base flashing. Keeping rear drains and scuppers clear through autumn is the practical preventive measure.
